This practice follows the Code of Conduct for general health service providers which is law in Victoria (ie Schedule 2, Health Complaints Act 2017). The Code sets the minimum legal standards that all general health service providers in Victoria must meet. Examples of services that must comply:

speech therapy
tai chi
yoga
and many others
Also applies to AHPRA practitioners working “out of scope” (eg doctors) & their reception\admin staff.
The Code of Conduct applies to all the above providers. Unlike OHS law, it doesn't matter if they are paid or not. Providing the service is the sole criterion.
It doesn't matter if they work:
for themselves
a health service
charity or
company
These entities (eg companies etc) are also deemed health service providers. Entity health service providers must also comply with the Code of Conduct.
